Nokia has a published a little FAQ on testing and signing applications. This applies to applications that would go through the Java Verified or Symbian Signed programs. Answers to these and more questions are available:

My application is Symbian Signed but the device still gives an error message at the installation. Why?

You might be thinking, "Hey, I just do freeware stuff. This doesn't affect me."
Q. Is signing mandatory in S60 3rd Edition?
A. Yes, signing is mandatory. Be aware that signing is not the same as certification, which is NOT mandatory in S60 3rd Edition. An application can be signed with a self-created certificate, which you can make with the SDK. Or, if you want to get your application tested and certified by a common testing program, you can submit your application to Symbian Signed.
Q. Have freeware developers been taken into account in S60 3rd Edition?
A. Yes. Symbian has introduced a model for freeware applications. Detailed information is available at www.symbiansigned.com -> Freeware.
Well, actually it does, especially if you want to target 3rd edition devices.
